The 3 Quarter Rule Enforcement Issues

We have a 3 quarter rule for players in our region. When we play teams in inter-regional play, like we do in U14 with Whittier, should we enforce this rule? On one hand, we still want the La Mirada players to play 3 quarters. On the other hand, we can't ask other regions to adhere to these rules, can we? So we'd play (perhaps) at a disadvantage. This is the issue.

Now, for my personal opinion. We should still enforce the rule on the La Mirada team. The reason I think this, is so we can ensure that our kids play a majority of the game, as the rule intended.

Making a rule and being able to enforce it are 2 different things.

For Area, Section and National only the 2 qtr rule applies.

So whenever our teams play, be it inter-regional play, all-star, league champtionship. section or tri-section championships the only rule is the 2 qtr rule. This is for U10 and above of course, as U6 and U8 never leave the region.

My point is this, outside the region the referee enforces the 2 qtr rule so how would we force our teams who are traveling, to comply?

In the past the rule has been simple. When a region 22 team played a region 22 team during the regular season it was enforced.
And only because we had the game cards to insure compliance.

When a region 22 team played an out of area team, irregardless of the site, or in a tournament or post-season. the 2 qtr rule applied. It was simple, easy and very enforceable. Because that is the rule everybody plays under.

The only teams that travel this regular season is the U14. To force them, when they are playing another region team, to play by different rules than their opponents is just unfair.
